Director General
Dr. Syed Saif ur Rehman an officer of Pakistan Administrative Service holds a Ph.D. from the University of Karachi, Research Associate in Global Health Program, Duke University, North Carolina, USA, Master in Public Administration (MPA) from Columbia University New York, USA, Master of Public Health (MPH) from Baqai Medical University. He also has MSc. In Health Policy and Management from The Aga Khan University and an MBBS from Rawalpindi Medical College, University of The Punjab.
He has held various significant positions in the Government of Sindh and Balochistan, including Provincial Coordinator Polio Eradication EPI, Balochistan, Administrator Karachi, Principal Secretary to Governor Sindh, Secretary Services, Director General Karachi Development Authority and Commissioner Zhob Division. His roles have involved extensive project management, policy development, and public administration.
Dr. Syed Saif ur Rehman is skilled in organizational management, finance, project implementation, and human resource management. He has a strong background in policy development, negotiations, and capacity building.
He has participated in numerous training programs and conferences worldwide, including the National Management Course in Lahore, the Mayors Conference in Houston, and the Regional Environmental Sustainable Transportation Forum in Mongolia.
He has been actively involved in community service, including volunteering at medical camps, participating in polio eradication initiatives, and leading health committees. He has also published research papers on public health and polio eradication. On his meritorious services in public civil service he had been awarded The Tamgha-e-Imtiaz by the President of Pakistan in 2023.

- Has worked at Federal, Provincial / Regional as well as field levels, has variously worked as Assistant Commissioner, Deputy Commissioner /Additional Commissioner / Additional Director, Commissioner (including as Secretary and Chief), across various functional positions.
- Has also worked as Deputy Commissioner (HQs) / Additional Commissioner (HQs).
- Has enriching experience of having actively interacted and coordinated with various international development partners (WB, EU-SERTA/DFID, USAID, UNICEF) and their missions.
- Is a British Chevening Scholar (2004-05) and holds MSC (IEBF), with dissertation, from Cardiff Business School / Cardiff University, UK.
- Has the honor of having been selected, out of Chevening Scholars’ (2004-05) cohort, to briefly shadow the late Hon Late Rhodri Morgan, then First Minister of Wales, Welsh Government, UK.
- Has attended various capacity building courses – held variously at China-OECD Tax Centre (Yangzhou, China), Australian Tax Office (Sydney, Australia), University of Wolverhampton (UK), AKU-IED (Karachi), IBA (Karachi), LUMS (Lahore), NIM (Karachi), DOT (Karachi), State Bank Institute (NIBAF, Islamabad) and WB (Islamabad).
- His core areas of interest are Public Policy & Analysis, Public Finance / Taxation, Management, Education sector Reforms, Executive Capacity Development and Research.
- Is a lifelong learner and avid reader.e
- She is a permanent faculty member of the Institute.
- She joined the Institute in 1990 as Research Associate in BS-17.
- In July 1995 she promoted in BS-18 as Senior Instructor and subsequently in 2013, she got another promotion in BS-19 as a ADS.
- She is working as Additional Directing Staff since 2007. She is involved in training activities as ADS in Mid-Career Management Courses and Senior Management Courses.
- She did her Master’s in Commerce from Karachi University.
- She also has two years’ teaching experience of a Degree College.
- She attended many short training courses in deferent aspects of Management within and outside the country.
- One of the significant course / workshop she attended was a workshop on Global Knowledge and five weeks course on Training of Trainers from INTAN, Malaysia.
